Welcome to the Canadian Police College (CPC).

The CPC is dedicated to providing police officers, law enforcement personnel, and other guests with an environment conducive to study and professional development. All buildings are accessible to people with physical disabilities.

Unless otherwise specified by your instructor, courses start promptly at 8 am. Classroom locations are posted on the TV screens in the main entrance of Building A and throughout the other buildings on campus.

We hope that your stay will be a pleasant one.

Arrival

Please register at the Main Desk in Building A, where you will be asked to show a government issued photo ID. This desk is staffed 24/7 by Commissionaires, who will provide a CPC client ID badge, meal card, electronic access card to your bedroom (if applicable), and a magnetic security access card for building access. You are required to wear your CPC client ID badge/meal card at all times while on campus.

Parking

If you require a parking pass, please send an email to maindesk_cpc@rcmp-grc.gc.ca ahead of your arrival and provide the make, color, and license plate of the vehicle. Upon your arrival, you will receive a parking pass from the Commissionaires to park in lot P1, located to the west of Building A. Parking is provided at no cost. Please do not park in lots reserved for employees.

Accommodations

Check In: You may arrive any time after 3 pm on the day before your course commences.

Check Out: Please vacate your room by 4 pm on the last day of your course.

Extension of stay (early arrival or late departure): The CPC Registrar must approve any extension request. If you need to make a change, please contact your agency's training coordinator to have them email the request to the CPC Registrar at cpc_registrarregistraire_ccp@rcmp-grc.gc.ca. Modifications can only be processed with their approval.

Rooms: If you have special requirements or disabilities which need to be accommodated, please advise the CPC Registrar in advance. Bedrooms are single occupancy and assigned for the duration of your course. Housekeeping personnel at CPC will keep the residence clean, but you are responsible for the general tidiness of your room and bathroom.

Please note that visitors (including spouses) are not permitted.

To ensure the proper functioning of the air conditioning unit in your room please do not place articles such as luggage in front of the air intake. Please do not move or rearrange the furniture in your room.

In order to conserve energy (heating/air conditioning), please ensure the windows are closed each time you leave your room. Severe damage to pipes has been caused by windows being left open in winter.

If any of the amenities in your room are defective or malfunctioning, please refer to the contact list posted in your room to place a service call.

Objects left behind in the bedrooms will be kept for a maximum of five days after your departure. Contact the Registrar at 613-993-6033.

Every room is equipped with a mini-refrigerator, phone, clock radio, television with remote control, and Wi-Fi Internet access. Bed linens, pillows, soap, towels and hair dryers are provided. Bed linens and towels are changed on Fridays. Please note that our bedrooms do not supply shampoo and conditioner. If you have forgotten to bring your personal items, you can visit the Main Desk to pick up the required articles.

Feminine hygiene products are available in public restrooms throughout campus.

Kitchenettes are located on the 2nd, 4th, and 6th floors of Building A. These include a microwave, toaster, kettle, and Keurig machine. Please note that we do not supply any of the provisions.

Wheelchair accessibility: The CPC is equipped with wheelchair ramps throughout campus to provide access to all buildings. If you require access, please contact us to make the necessary arrangements. The maximum wheelchair ramp capacity, including occupant, is 450 lbs.

Food delivery

In order to limit the number of people who access the buildings, if you order food, you will need to pick it up at the curbside of Building A. Delivery drivers are not permitted inside the building, and the commissionaire is not responsible for placing calls up to the rooms. Please wait for your order near the reception to meet the delivery person outside.

Meals

The cafeteria is located on the main floor of Building A. Your identification badge must be worn and presented to the cafeteria staff to show your meal-plan entitlements. Proper attire is also required at all times in the cafeteria (see "Dress code" section page 4).

Special dietary meals are available upon advance written request to the Registrar. Please ensure any special requests are sent at least seven days before your arrival.

The full meal plan includes breakfast, lunch, dinner and two coffee breaks. You are entitled to dinner on your arrival day, and breakfast and lunch on your departure day.

The CPC does not issue refunds if participants who have pre-booked a full meal plan decide to take a meal outside of CPC during their stay. If a meal plan has not been pre-arranged, then you will be required to pay the cashier for all meals taken at the cafeteria.

Meal hours may vary in July, August, late December, on Statutory Holidays and on weekends.

Conduct

The CPC is committed to providing a respectful environment that is free of harassment and discrimination. Staff, participants, and other guests are expected to behave accordingly. Refusal of participants to adhere to CPC rules and policies as outlined in the CPC Directives may result in the imposition of sanctions and eviction from campus and removal from training with notification of the home unit.

Quiet hours: 11 pm to 6 am daily.

Outside of the lounge area, alcohol consumption is not permitted anywhere on campus.

Please note that smoking (including e-cigarettes) is prohibited in all CPC buildings and within 30 feet (nine meters) of any entrance.

Cannabis consumption (with the exception of consumption by persons authorized to do so in accord with the Access to Cannabis for Medical Purposes Regulations) is specifically prohibited on all grounds of the CPC campus, including but not limited to, all land, property, structures, installations, vehicles, and equipment owned, leased, operated, or otherwise controlled by the RCMP.

If called, the RCMP patrol act on behalf of the CPC and has authority to enforce this policy. CPC Management is advised of all violations.

Breach of Conduct

Being under the influence of alcohol, cannabis, controlled substances or other intoxicants while taking part in course/training activities is prohibited. Being under the influence of alcohol, cannabis, controlled substances or other intoxicants outside of course/training activities to the degree that a participant may injure themselves or others, or be a nuisance or annoyance or disturbance to others in the vicinity will be considered a violation of the code of conduct. Any serious violation or willful damage to the premises will be reported to the appropriate Chief of Police / Commanding Officer / Senior Administrator of your home organization. A violation may result in eviction from campus residence, participant dismissal from the course, and possible provincial or criminal prosecution. In such instances, the full tuition, accommodation and meal costs will be charged to, and paid by, the participant's organization. See also, Participant Code of Conduct, Directive A10.

Dress Code: Appropriate dress is business casual, uniforms or business suits. Ensure you maintain a standard of dress appropriate to your course that meets safety requirements, enhances the public image of the CPC and promotes professionalism in the workplace.

Jeans, T-shirts, shorts, running shoes, are not considered appropriate dress except during scenario training. Attire may be more casual in the evenings and on weekends. Any product markings on clothing must be discreet.

Scent free zone: The Canadian Centre for Occupational Health and Safety advises not to wear scented products as it may cause an allergic reaction in some people.

Computers

All course participants are encouraged to bring their personal electronic communication devices as the CPC has moved to a paperless environment. Access to a laptop or tablet, and the CPC's Learning Management System (LMS) may be a requirement from some specific courses. Edge or Chrome browser are supported by our LMS.

You are reminded this is a Government of Canada provided service, and are expected to follow the Government of Canada's policy for responsible Internet use. In particular, please refrain from uploading or downloading large files, because it reduces the bandwidth available for your colleagues.

For RCMP employees, four ROSS/INTRANET computers are currently located in the atrium of Building A; you will need to request access from the Commissionaires. These computers are currently equipped with the following software: Windows 10, Office 2019 with Outlook. The computers are all connected to a printer.

Wi-Fi

As an innovative institution, the CPC strives to provide leading edge technological tools while ensuring online security.

To connect to the Wi-Fi network:

Every three months, a new password will allow users to access the network while working in a safe environment. The Wi-Fi password is posted on the bulletin board near the main desk and in addition is added to the slide show on the screens around campus.

Upcoming passwords will be emailed to our staff and instructors, who will then pass on the details to course participants.

For external bookings, the Registrar's Office will share the password. Wi-Fi instructions will be printed and left in their main classrooms.

Participants are requested to familiarize themselves with connecting to Wi-Fi systems in advance of attending the CPC.

Note: Please ensure that if there is a perimeter firewall installed on your device that it will not prevent you from accessing the information during the training.

Public Computer Protection at the Canadian Police College: The CPC actively manages and protects its computers, and is taking all necessary precautions to provide participants a secure IT environment with virus-free and safe public workstations. All public-access Internet computers are protected with industry standard software to block access by viruses and infected files on workstations. This software protects computers from becoming damaged, corrupted, or misconfigured due to viruses, spyware, and malicious or accidental user activity.

Participants using the public-access Internet computers should note the following:

Notepads, pens, USB keys, and other stationery items are not supplied; please remember to bring your own. Participants are encouraged to bring their own laptops / tablets in support of a paperless environment.

Electrical Receptacle and Voltage: In Canada, standard electrical voltage is 110-120V. International guests, please see the images below to ensure compatibility of your devices with our receptacles.

Communications

The telephones available in each bedroom include unlimited, no-charge local telephone calls. Long distance calls may be placed using either a credit card or a prepaid calling card. Instructions on how to use the telephones are on the front of each telephone set.

Voicemail is available at no charge. Instructions on how to set up this feature are also on the front of each telephone set. Participants who use this feature are responsible to clear their own messages prior to check out.

There is one pay phone in the common area of Buildings A. Participants and guests are not permitted to use CPC office phones. Incoming callers may contact bedrooms by dialing the auto attendant at 613-993-9500 and entering 1 for Building A + the room number.

Mail

For security purposes, all postal mail, packages (including couriers, e.g. FedEx, UPS, etc.) and internal mail is processed through the NHQ Mail Processing Unit. Commissionaires are prohibited from receiving mail and packages unless properly processed or a pre-authorized exception has been obtained from NHQ Physical Security Unit. Expect delays due to processing.

CPC Library

The Canadian Police College Library - your connection to police knowledge.

Located on the 3rd floor of Building C, the CPC Library holds a comprehensive collection of print and electronic publications on all law enforcement related subjects and includes a large core collection of forensic materials.

The following library services are available to CPC Participants:

Library Access: The Library is open to CPC course participants and RCMP employees at all times. Library staff provide in-library and virtual assistance during regular business hours 08:00-16:00 Monday to Friday.

Emergencies

In case of emergency, call 911 from your bedroom.

The Commissionaires at the Main Desk will immediately be aware of your call and be able to provide direction to arriving emergency vehicles.

Fire and Emergency Procedure: Evacuation procedures are posted on the door of each bedroom.

If you have a physical or medical condition which may hinder your evacuation from the building, please advise the Commissionaires and your course coordinator immediately upon your arrival. Arrangements will be made to assist you should the need arise.

The fire alarm system is tested on the first Tuesday of every month at approximately 9:30 am. The alarm will ring for less than 1 minute and there is no need to evacuate the premises.

Security: Please wear your CPC identification badge for security purposes. The CPC is not responsible for personal property which is lost, stolen or damaged. Please keep your bedroom door and adjoining bathroom door locked at all times.

A safety deposit box can be made available for your use. Please see the Commissionaires in Building A should you require one.

Firearms: If you are legally authorized to carry a duty firearm in the province of Ontario and wish to bring your duty firearm for the duration of your stay at the CPC, you may do so. You may wear your duty firearm in class if you wish. When carrying your firearm, you must be wearing your duty uniform which clearly identifies you as a police officer or, if you are wearing civilian clothing, your weapon must be concealed at all times.

Firearms may not be stored in the bedrooms.

If you bring your duty firearm with you, upon arrival at CPC, please inform the Commissionaires' that you require access to the security room to store your firearm.

Note: While the security room has lockers for your use, you will need to bring your own trigger lock/cable lock as well as your own padlock to secure your firearm.

Lounge

The licensed lounge is located in Building A, adjacent to the Cafeteria. Sunday to Thursday from 6:30 pm to 12 am.

Common areas for quiet gatherings are available opposite the elevators on each floor of Building A. Alcohol is not permitted in these areas.

Laundry room

Washing machines and dryers, irons and ironing boards are situated on the 1st, 3rd, 5th, 7th and 8th floors of Building A. We encourage participants to bring enough clothing for the duration of their stay, in order to minimize traffic in the laundry rooms. Also, please bring detergent and laundry supplies.

Fitness facilities, including an exercise room (Basement of A Building) and a gymnasium (D Building), are available for students and visitors 24/7 Exercise Room Equipment:

Gymnasium Equipment

The CPC is surrounded by approximately 80 acres of parkland with footpaths for walking, biking and jogging.

The CPC has a number of bicycles available for participants to borrow spring through fall. For access, liaise with the Commissionaires at the Main Desk. Bicycles are not permitted in bedrooms but may be parked at bike racks located at the west side of Building A, and north side of Building D.

Please note that bicycles brought from home must also be kept outside, they are not permitted in the buildings

Public transportation

OC Transpo bus stops are located at the CPC campus entrances: The No. 7 bus on the south side of Sandridge Road will take you to the St. Laurent Shopping Center, while the No. 7 bus on the north (campus) side of Sandridge Road will take you downtown, to the city centre.

Exact fare, pre-purchased tickets, a Presto card, or a bus pass are necessary to pay for bus service. If you have forgotten to bring toiletry items (such as shampoo, conditioner, soap, body wash, lotion, toothbrush, toothpaste or feminine hygiene products), we are happy to provide them to you upon request. Items are provided in the cabinet on the ground floor in front of the elevators.

As a courtesy for the cleaning staff, please ensure that all belongings are removed from the floor of your room each day in order to allow proper vacuuming. Regular cleaning of the residences is mandatory.
