Preamble

  1. A Public Health Emergency (PHE) can be declared by municipal, provincial, territorial and federal governments.
  2. PHEs can include requirements for protective measures that affect the delivery of Canadian Police College (CPC) courses up to, including their cancellation. Examples of protective measures include, but are not limited to:
    • requirements for distancing
    • restrictions on travel
    • vaccinations
    • face masking, and
    • health monitoring

Directive

  1. In the event a PHE is declared, the primary obligation of the CPC is to ensure the safety of participants and staff members while at the same time respecting the academic integrity of all courses.
  2. When a PHE is declared, the CPC will ensure that the delivery of all of its courses comply with any requirements that are in effect.
  3. In the case of PHEs, including those declared by the Government of Canada, the province of Ontario and the city of Ottawa, the CPC will consult with RCMP policy centres delegated to respond to the PHE on the development of measures to protect the health and safety of course participants, CPC employees and contractors, and others involved in the delivery of training courses. RCMP policy centres are responsible for liaising with the relevant public health authorities and developing RCMP policies and procedures to respond to the PHEs.
  4. For off site training events, both on demand and regional, the agency hosting the course will be responsible for determining the preventative measures that are required in the region and for working with the CPC to ensure that they are implemented during the course.
  5. If a course must be cancelled because of a PHE, it will be rescheduled or a refund will be offered in accordance with Directive R03 – Changes to Course registration.
