Description
The Incident Command 300 Level (IC300) Train the Trainer course is intended for officers who are responsible for instructing members who will assume command of a critical incident until resolved or relieved by a CIC Commander. These trainers provide instruction to personnel who will direct other officers and are responsible for managing risk and liability for front line operations during initial response to:
- Armed and Barricaded suspects
- Hostage takings
- Kidnappings
- Spontaneous public order events
- High Risk Search Warrant authorization
Participants will be trained on the specific requirements for delivering the IC300 course within their organization. Completion of IC300 is a prerequisite for enrollment in the current CPC Critical Incident Commanders (CIC) course.
The course focuses on teaching and presenting content related to:
- ICLEAR
- NRA
- Safety Priorities
- Decision Making
- Containment and reactionary plans
Upon successful completion, participants will receive all CPC-required lesson plans and be recognized by the Association of Canadian Critical Incident Commanders (ACCIC) and the Canadian Police College as accredited IC300 instructors. Officers trained by these instructors will be eligible to apply for the CPC CIC course.

Learning outcomes
- Recognize the key components and structure of the IC300 Curriculum
- Explain the types, risks, and characteristics of critical incidents, and the analytical role of the IC300 Commander
- Demonstrate proficiency in the SMEAC operational planning model (Situation, Mission, Execution, Administration, Command/Control/Communications), including its individual components, its use in structuring briefings, and its application across various high-risk incidents such as search warrants, crowd management, and barricaded subjects
- Exhibit expertise in the ICLEAR operational planning tool, covering its purpose, all components (Identify/Isolate, Containment, Less Lethal/Long Guns, Evacuation, Authorities, React Plans), and its application in dynamic and complex critical incident scenarios
- Proficiently facilitate tabletop syndicate exercises and practical scenarios, guiding participants through the application of high-risk incident response protocols, providing ongoing scenario injects, and ensuring the correct application of SMEAC, NRA, and ICLEAR
- Demonstrate proficiency in running realistic scenario-based training, including managing various role players and controlling scenario injects to enhance learning.
- Actively engage all learners through interactive discussions, practical demonstrations, and exercises, thereby fostering a positive and inclusive learning environment.
- Identify all course prerequisites and registration requirements for IC300 participants
- Determine and plan the staffing requirements for course delivery, including the specific roles and qualifications of instructors, assessors, facilitators, guest speakers, and role players
- Effectively coordinate the logistics and overall administration of the course, including managing training facilities, equipment, and the integration of virtual guest speakers
Eligibility and mandatory requirements
This course is intended for officers who are responsible for instructing members who will assume command of a critical incident at the IC300 level. Applicants are to provide a letter from their supervisor attesting that the member will be the primary instructor of the agencies IC300 course and oversee the administration and instruction of the course.
Assessment
- Success in the course is based on participation and completion of all required assignments
- Successful completion of the final written exam
